second,we’vebegunahumanitarianefforttohelpthoseiraqicivilianstrappedonthatmountain.theterroriststhathavetakenoverpartsofiraqhavebeenespeciallybrutaltoreligiousminorities—roundingupfamilies,executingmen,enslavingwomen,andthreateningthesystematicdestructionofanentirereligiouscommunity,whichwouldbegenocide.
thethousands—perhapstensofthousands—ofiraqimen,womenandchildrenwhofledtothatmountainwerestarvinganddyingofthirst.thefoodandwaterweairdroppedwillhelpthemsurvive.i’vealsoapprovedtargetedamericanairstrikestohelpiraqiforcesbreakthesiegeandrescuethesefamilies.earlierthisweek,oneanguishediraqiinthisareacriedtotheworld,“thereisnoonecomingtohelp.”today,americaishelping.
theunitedstatescannotandshouldnotinterveneeverytimethere’sacrisisintheworld.butwhenthere’sasituationliketheoneonthismountain—whencountlessinnocentpeoplearefacingamassacre,andwhenwehavetheabilitytohelppreventit—theunitedstatescan’tjustlookaway.that’snotwhoweare.we’reamericans.weact.welead.andthat’swhatwe’regoingtodoonthatmountain.asoneamericanwhowrotetomeyesterdaysaid,“itistherightthingtodo.”
ascommander-in-chief,iwillnotallowtheunitedstatestobedraggedintofightinganotherwariniraq.americancombattroopswillnotbereturningtofightiniraq,becausethere’snoamericanmilitarysolutiontothelargercrisisthere.
whatwewilldoiscontinueourbroaderstrategyiniraq.wewillprotectourcitizens.wewillworkwiththeinternationalcommunitytoaddressthishumanitariancrisis.we’llhelppreventtheseterroristsfromhavingapermanentsafehavenfromwhichtoattackamerica.andwe’llcontinuetourgeiraqicommunitiestoreconcile,cometogetherandfightbackagainsttheseterroristssothepeopleofiraqhavetheopportunityforabetterfuture—theopportunityforwhichsomanyamericansgavetheirlivesiniraqinalongandhardwar.
today,wesaluteourbravemenandwomeninuniform—especiallyourcourageouspilotsandcrewsoveriraq.they’reprotectingourfellowamericans.they’rehelpingsavethelivesofinnocentpeopleonamountain—peoplewhotodayknowthatthere’sacountrycalledamericathatcaresforthem,too,andthatiswillingtostandup—notjustforourownsecurity,butforthedignityandfreedomthatbelongstoallpeople.
